Policy Dialogues 2023–2026
Recent Club de Madrid Policy Dialogues: 2023 to 2026
After 2022, Club de Madrid's flagship dialogues moved to the Global South and to development finance: Brasília in 2023, Nairobi in 2025, and in 2026 the governance of global public goods in a fragmented world.

Brasília 2023: Rethinking Social Development for People and Planet
The 22nd Annual Policy Dialogue took place on 13–14 November 2023 at Palácio Itamaraty in Brasília. Three working groups covered economic reforms (progressive taxation, decent jobs, innovative financing), the social dimensions of climate change, and socially cohesive societies. The dialogue started a three-year process running through 2025, aimed at the UN General Assembly, the Summit of the Future (2024), COP 28 and 29, and the G20 under Brazil and South Africa.
Nairobi 2025: International financial reform
| Group | Theme | Lead |
|---|---|---|
| 1 | Multilateral development banks, international monetary reform, governance of international financial institutions | Kevin P. Gallagher, Boston University |
| 2 | Sovereign debt and debt restructuring | Joseph Upile Matola, South African Institute of International Affairs |
| 3 | International tax cooperation and closing the SDG financing gap | José Antonio Ocampo, former Colombian Minister of Finance |
The dialogue produced working-group policy papers, a Call to Action and an Outcome Document, ahead of the 4th International Conference on Financing for Development in Spain in 2025.
